Higher Strategic Committee

In December 2014, the Emir and the President of the Turkish Republic signed an Agreement on the Establishment of the (Higher Strategic Committee) between the two countries. Under that Agreement a large number of ministries, in addition to several public and private institutions, were engaged in the preparation of bilateral cooperation agreements.

The Higher Strategic Committee's first summit, convened at the level  of the leaderships of the two countries which  was held in Doha on the 2nd of December 2015, put the bilateral relations between the State of Qatar and the Republic of Turkey on an institutional track  in order to ensure  the sustainability of past achievements and upgrade these relations beyond excellence at the political level to achieve similar excellence in the various other fields, particularly the economics, trade, investment, cultural and security fields.

The summit witnessed the signing of the following 16 agreements in different sectors, including security, banking, finance, education, journalism, information, environment, archiving, transport and energy:

  • Maritime Transport Agreement between the Government of the State of Qatar and the Government of the Republic of Turkey.
  • Memorandum of Understanding on Mutual Recognition of Overseas Qualifications for Sea Workers between the Government of the State of Qatar and the Government of the Republic of Turkey.
  • Protocol of Cooperation in the field of Education and Training of the Gendarmerie and the (Lekhwiya) between the Government of the State of Qatar and the Government of the Republic of Turkey.
  • Protocol of Security Cooperation in Education and Training between the Government of the State of Qatar and the Government of the Republic of Turkey.
  • Memorandum of Understanding in the field of Small and Medium Enterprises(SME). 
  • Memorandum of Understanding between Qatar Development Bank and " Akzim " Turkish bank.
  • Memorandum of Understanding between Qatar Development Bank and the Industrial Development Bank of Turkey.
  • Memorandum of Understanding between Qatar Development Bank and the Development Bank of Turkey.
  • Agreement of Cooperation in the field of Education between the Government of the State of Qatar and the Government of the Republic of Turkey.
  • Agreement between the Government of the State of Qatar and the Government of the Republic of Turkey in the field of  Development of Public Finance Management 
  • A Cooperation Protocol in the field of Press and Information between the Government of the State of Qatar and the Government of the Republic of Turkey.
  •  A Cooperation Protocol in Science and Technology between  the Scientific and Technological Research Council of Turkey        ( TUBITAK ) and the National Research Fund of Qatar ( QNRF ).
  • Memorandum of Understanding between the Government of the State of Qatar and the Government of the Republic of Turkey for Cooperation in the field of Environment.
  • A Cooperation Protocol in the field of Archiving between the Government of the State of Qatar and the Government of the Republic of Turkey .
  • Memorandum of Understanding on Liquefied Natural Gas " LNG" between Qatar Petroleum company and the Turkish company " Botas ", which  paves the way for a broader agreement including details about the amount of gas that Turkey plans to import and the price thereof in the long run, in addition to considering the possibility of storage in Turkey .
  • A Convention on Reciprocal Exemption of Visa Requirements for Holders of Ordinary Passports between the Government of the State of Qatar and the Government of the Republic of Turkey .
